How would the world be without political leadership?

In any given country ,there is a central government which oversees the overall governing of it as a whole.Even my country is not an exception with having the president at the top there with his deputy and then follows the cabinet secretaries, the governors and the senators just to mention a few representative posts in the hierarchy. But then wouldn't be a real mess if there are no leaders to help in running the affairs of the country?It means if nobody is up there to oversee everything as far as leadership in a country is concerned,people would definitely do what they think is good to them and favors them even if it's wrong.
