Implementation Of Exact Change

We have a new law in the Philippines, no more short of change in the store and even in the taxi and other establishment that should give the proper amount and not candy or bread.
Common in the grocery, taxi and even wet market that seller, vendor or driver would not give the exact change or short of amount of change. For example, the you give 10 pesos and your change should be one pesos and 50 centavos. But sometimes, they only give you one peso as change. According to the new law, you should give the exact if not more than the amount of change.
But you know what, in our rural province, exact change is not really practice.

i don't know if they do that intentionally or what,maybe they do it quickly by changing that's why they did give the exact amount

Awhile ago, I thought my change of 1 peso will not be given to me, I would have ask for it.

some of the store i encounter if they don't have a cent they will tell you buy another one because we don't have a cent
