There is a need for a laptop but the budget is really restricted so I wanted a few opinions. Since it isn't for personal use all it needs to be able to is a little of browsing, to be able to connect with a tv with HDMI and lastly to run skype.

If you do not need more than that, you should consider an Android tablet and buy an hdmi cable and a wall USB charger. Depending of the size of the screen and the quality you are looking for, you can get that for a budget between $50 and $150, a lot cheaper than a laptop. It will always be possible to buy later an additional keyboard and to use it with any other Android tablet. Skype works very well under Android, and apps like Word, Excel, PowerPoint are free for Android, so you will also save on quality software. On a rooted tablet you can even work with an external HDD.

It is for an elderly couple and they find it too hard to use something new...they barely learned to use a laptop. That's why i try to give them what will be easier for them

@Valantis I do not care a lot about that too : Android is Linux based, and Linux is safe enough for me.
