What will you say to the public if you are a garbage can ?

Recently, the department which is in charge of the street cleaning has introduced a new garbage can to the public. The new garbage can is much smaller in its entry than the old one. The reason and idea behind this new design being that it will make people throw in less garbage since the entry is getting smaller. However, the situation actually getting worse. Why? Instead of putting the garbage into the garbage can, people just leave it outside the garbage can and made the environment worse than before. It is hard to blame the people because the new garbage can only have smaller opening for the garbage to go in. it will be easier to throe the garbage just outside the garbage can rather than put it in. if you are a garbage can, what will you say to the public ?
