Why submit irrelevant tags when starting discussions?

I think having irrelevant or senseless tags not only messes up the organisation of the threads, but also prevents google adsense from properly spidering the site so as to display the most relevant ads. So, why do we still see such tags? If there's nothing you can put, leaving it blank may be a better option.
