Should India focus on glorifying its image globally or work on inherent problems?

Delhi is experiencing dengue and malaria outrage and most of the leaders, including L G are out of station. Parts of Bihar is suffering flood havoc while Maharashtra is suffering drought. The I.T hub Bangalore is burning in the fire of discontent. In such situations, should our leaders participate in foreign conferences or stand by the people in the conditions of crisis and resolve their problems the best way possible?

indeed it is a burning issue everywhere no matter how much it is solve the Bangalore issue always comes up
