Globally, Rain is a natural disaster,floods ruin lives and crops. Do you think this disaster can be safeguarded. In my experience it is next to impossible because the outburst of it is unpredictable by any human resources.

Yes floods always bring with them a great loss of life, property, and resources... And those facing them need great help and strength

i like the scent of the rain on a summer day. but then rain from typhoon or storm is something different that makes me anxious about flash floods.
