Why people elect corrupt and convicts in democracies?

In India more especially in Tamil Nadu, Kerakataka, U.P., Bihar States it is invariably corrupt leaders are elected by the people in elections. Many of them get convicted on charges of disproportionate wealth,or smuggling or rape etc. Still people elect these people possibly because corrupt rich people satisfy them with money and other false promises.
