The thing that most people forget about minimum wage is that it is supposed to be a starting salary and NOT a "lifetime salary." When I was 18 I made $2.12 an hour plus tips as a waitress. Thanks to nearly 40 years' worth of education and experience I make a whole lot more now...and not as a waitress. Even staying at a job for 90-180 days will usually get most people a raise. But the problem is that people want the CEO's salary as their starting salary, always forgetting that the CEO started on minimum wage as well once upon a time.
