Take a picture first, but yes you should be honest about it just in case someone saw the incident. No harm, only good can come from telling her and it says a lot about your character. ;)

I guess I would ask myself if I would want them to tell me. If you do then I would tell them. If you could care less then I say no. I for one would tell them as I would like to know if it happend to me.

Not telling something you are supposed to is as good as a lie so just go on and tell your neighbour. :)

I think you should. If there is no damage, then, there should be nothing to worry about. Hopefully, your neighbor is forgiving of that.
