Asked bribe for ‘Tatkal train ticket’!

Dear friends,
Now we have school vacation time, for the same reason, it is difficult to get train tickets for traveling. Usually we book tickets 3 or 4 months in advance for visiting our native place.
If we need do go in an emergency the Indian railway provided an opportunity like ‘Tatkal ticket’ for that we have to pay extra money than the usual charges. This ticket is available one day prior to the traveling date
Yesterday one of my friends decided to take ticket for today. Due to the rush, she stayed in the whole night at booking counter to get the ticket as first. (people take ticket this way, spending night at booking counter so that getting first or second position in the queue). She was in the second number and on giving the forms, the person who sat on the counter asked to her Rs. 500 extra for providing confirm ticket. She become upset and questioned his demand, we are already paying extra to railway then how he can ask money as bribe. The argument goes on by the time tickets gets over too. Luckily she recorded the conversation of asking money and she made a complaint there. To make the story short, they provided a normal ticket to her and told if it is not confirmed come to the next day they will provide her confirm ticket. She got many calls from railway officials asking sorry as this person’s habit of asking bribe is very famous among them. Today she got confirm ticket and she is leaving tomorrow.
Asking bribe, is it usual in your country?
