Actor Tom Felton who is known for his roles in "Harry Potter" and "Dawn Of The Planet Of The Apes" is not returning as a regular cast member in season four of The Flash television series. The reason that Felton is not returning as a regular on The Flash television series is not clear at this time but it is possible that his character Julian Albert could return in a guest star role on The Flash later in the season. The memories of Felton I have was in the movie "Dawn Of The Planet Of The Apes" was the character of Dodge Felton who was rubbed out by Caesar The Apes when Felton was electrocuted by Caesar when Dodge attempted to use his shock stick on the ape who used a water hose to end his life in the movie. if I were the writer of this movie scene I would Caesar borrow a line from Sean Connery when he played 007 and make the remark "Shocking" when a thug who tried to rub him out fell into a bathtub and 007 threw an electric fan into the bathtub that shocked the thug to death.

Most of the times, money is behind these decisions

Very true since maybe Tom Felton feels that he should be paid what his market value as an actor on a television should be.

I doubt Felton wants to give up a job so it must be the producers.
