Did I do the right thing?

I went to a restaurant and noticed an old man (he was like 60) with a very young girl (she looked to be about 12-15). He kept touching her inappropriately the whole time they were there. I wasn't sure if I should've reported it or not. I feel guilty for doing nothing. Did I do the right thing?
