Barbed wires for house protection

On top of any fences you may see barbed wires. The purpose of installing the barbed wires is basically to protect the house or whatever it is surrounded by the fence. To give full protection, barbed wires should be thick and high enough so that an attempt to cut the wires won't be easy. What's your take on it?

when our new neighbor built the house next door, they raised the wall and topped it with barbed wire. it reduced ventilation on our side.
