Is it a responsibility of developed and more prosper nations to help out the under developed and developing countries?

I recently saw a debate on a British channel where people were disputing the compensations or grants the government is giving for upliftment of people in former British colonies. Their point being why should they bear the brunt of the oppression done by their ancestors. What do you think?

I think adult children cannot blame their parents for how their lives have turned out, we all have choices. If people stopped playing the blame game and used that energy towards bettering themselves they would get somewhere.
