Consistency vs. Integrity vs. Ethics

Some people (or perhaps a lot of people!) confuse consistency with integrity, or even ethics. When someone follows a consistent approach in life, this means that they don't deviate from a specific path. However, this doesn't necessarily mean that their consistent approach is based on integrity of character, or generally accepted ethics (if there is such a thing). Criminals may follow a consistent approach throughout their lives, as some of them consistently violate the law. By no means, this approach can be characterized by integrity, not to say by ethics. What do you think?
