I never wondered that myself. When I started playing RPG games, Oblivion was outdated. It could be the same for others, nowadays more people play games: they're easier to buy (or download), there are tons of people promoting by playing these games on YouTube and so on. Mods can turn an ordinary product into something unique, so yes, I guess that's another important factor. If you have a decent computer, not my case, I doubt I can afford mods. I don't know what the lore of the past Elder Scrolls was, but Skyrim has similarities with the real world. And the soundtrack is a little more... uhm... epic.
