what defines a good mother?

my cousin is a working mom. she paid our grandmother to baby sit her two children. and lately she and her younger sister had an argument about her parenting. her sister got mad because she doesn't have any time for her children and she lets our grandmother to take care of her children even after her work is done. i try to think that she's just to tired to take care of her kids. but i did get a thought inside me. I thought that if she comes home from work i think she should still have atleast a little time for her kids because my grandma is not that young and just giving her a favor so she can make enough living for her family. is she a bad mother?
