Kakistocracy : What does it mean?

Kakistrocracy is defined as being a government in which the worst persons are in power. The word stems from a greek word kakistos which means "worst". Right now a lot of people believe that America is being lead by a "worst" person. Of course there are just as many who do not believe this. What other political figure could be considered under this definition? Putin, for sure. Kim Su Yung (or whatever his name is)... Who else?

According to the definition given by Wikipedia (A kakistocracy is a system of government which is run by the worst, least qualified, or most unscrupulous citizens.) I would not include Putin in this category, but I see a list of Presidents/Dictators who should be listed under this world.
