Cell phone use while driving: How do we stop this?

Several years ago someone hit my truck while we were at a red light while she was driving and talking on her cell phone at the same time.
As my truck is huge and her car was small, the vehicle I was in suffered little. However, someone in my truck had to have surgery following this accident.
At first, my sympathy was with the driver, as she was just a teen.
Stopping cell phone use while driving: What can we really do?
To me, people will pay a fine and just go on their way if that is what is required. However, what if the person talking or texting had to surrender their phone, then go to the police station and pay a fine to get it back?
People don't like being inconvenienced, so that is one thought.
Another idea is to have cars that turn off your phone when you are in the vehicle. Could this help?
A few days ago a friend was hit while on his motorcycle by someone (a teen, sad to say, just 16) who was talking on his phone when he plowed into the motorcycle.
What do you think we can really do to stop these things?

We already have this system here, if you are caught using a phone while you drive, they do not take your phone, but they take your driver license and you have to pass your exams again to have it back, not before a period of 3 months. If you cause an accident using your phone while you drive you get a very high fine, but you can also go to jail if you cause injuries to other people.

It's an irony that people knowing it that it's risky to drive while talking over phone still they do it. Even the strict laws may not be able to help. People should understand it. I think there should be a law that they should switch off their mobile phones while driving

Yes some people will just do what they want to regardless of how many laws are on the books to stop their behavior.

@tech40 That is a good point. Any distraction could help cause an accident.

I don't think having cars shut off phones is a good idea, incase theres an emergency. But do think something needs to be done.
Though, as with everything else, I think it starts with you. (Or me). Set an example. Don't do it. Try to convience your loved ones not to. Etc.
I've mostly gotten my mom to stop. Because she use to pick up her phone to every notification sound she got. And I've told her over and over again, that she's the only parent we have, and only mother we have and we don't want to lose her. And on top of that, she's not the onlu one in the car, or on the road and she would hate herself for the rest of her life if she caused an accident by using her phone in anyway while driving - if she didn't die from it.

It is funny how every generation seems to have a cell phone and everyone is on their cell many hours each day @Courtlynn

People don't like paying significant fines either. While some people will just pay the fine and go on their merry way, it does curb some others from using their phone while driving.

@tech40 Oh, I didn't say that people aren't paying their fines. I said that the threat of a fine discourages many from breaking the law, although there may be a few others who aren't worried about the price of the fine.

It is really such a terrible thing here.
At every stop light, we can see several using their cell phone while they're driving.

The phone being taken and have to be picked up at the station may be a thought! I hate wasting money so a ticket would be enough to make me learn a lesson. I however quit texting and driving years ago and wish I could say I was always smart enough not to do it.

As this happens every day in almost all areas, it seems we have some work to do @shaggin to get others to stop.

We had one in front of us this morning and he just carried on talking on his phone like nothing was wrong.
When we overtook him as we had to he did not bat an eyelid and he was quite cool and calm about it all.

Really they do not care at all and if they are crossing the street they still have their nose in their phones and I would be wary of tripping over something if I was doing the same reason why I don´t do that.

Here in Canada the laws are strong and expensive to those who get caught. The police are looking for hand held phones and that makes me happy. Most people with brains have the phone on Bluetooth, that allows them to talk to someone on the phone like he/she is in the car with them.
And its used only when necessary. It is not hand held.

There are so many distractions now while driving.
It seems any form of talking on a phone is a bad idea

@PatZAnthony I've been with my kids (now adults) when they got calls and because its hand free I was amazed how they can do it - its like talking to the radio...

I like your suggestions. In Oregon, as of October 2017, holding or touching a cell phone while driving can cost $260 for first offense or more for repeat offenders, even jail time. I hope the new law works.

It is honestly never going to stop. It is sad to say. People are very distractive drivers. If it wasn't Cellphones, then it is eating a food and trying to pick up the fry they dropped on the floor and they took their eyes off the road. If it wasn't a cellphones then it would be someone who is applying their makeup. If it is not cellphones then it is someone who is angry or upset. and so on.
The only way in a sense is for people to make phones easier to do a Hands off mode. Most phones already have it, but it isn't very good. But improved, it might help.
Turning off the phone is the worst idea, because having that cellphone has saved many lives, even if it has taken others away. Many states already have the law of no texting and driving, but not every cop can look through someone's window who is driving down a busy street.
The best thing to do is to just not do it, do not distract yourself with anything. If you are in the car with someone who is distracted, tell them to pull over and let them finish what they need to do before driving. And then and only then at least that little area will be safe.

We all know that the police have larger issues to deal with, so @DesirousDreamer probably nothing will change.

here in the Philippines, we have that road law bout that, capturing in our HD CCTV who is using their mobile phone while driving and they will be penalize.. im not sure how will it cost for the first offense, second offense and the last offense.. the authority suggest that while driving, the driver should put their celphone on mobile phone mount holder and if ever there's a call it should be answered in a loud speaker mode... that's to prevent accident cause by using their phone while driving..

None of the states really seem to be strict enough.

I do not know, but I am glad to see these responses. Cell phone use is a choice. In our family the person driving does not talk, but if there is a passenger they take the call. Nothing is that important. If it is we pull over and talk.
