unadopted land

this land is in between a block of garages, the council have mowed this grass land for more than 25 years, they stopped last year and told us it was up to us 17 house owners to tidy it. Please help because we have it being used as a dog toilet and a car has been dumped there

I wold call the city ordinance on this and they should be able to help or tell you who you might need to call to get this problem resolved. It may have to go though the citys council meetings to be resolved. Good luck with the issue!
