When chemo is stopped are you cancer free?

A friend has been going for chemotherapy for breast cancer. Recently the doctor says she should stop coming. She asked me the question above. I told her I'll check online and see what I can discover.
Can anyone help?

Surely he should have told her and explained everything to her and not leave her like that?
She woiuld have to see a Specialist in that field.
I would get a second opinion if possible from another Doctor.

Can she get help to pay for her treatment then?
Hope she gets someone to help her get over this as its much more treatable than it was years ago.

@lovinangelsinstead21 She has been paying for her treatment so I think that is not a problem for her yet.

there may be 2 reasons why the doctor said that:
one is the cancer cells have been controlled and eradicated;
the other one is the cancer cells cannot be controlled anymore and it has metastasized. i hope the first reason is the reason.
