The human mind is slow to learn from others. Here is a good example....

Since the beginning of time people have disobeyed the law. They have seen and heard about people who have committed all sorts of crimes. They have also come to realize what kind of punishment they received. Yet, they commit that same crime without thought of the being punished. Do they really think they will not be caught? Or do they think they will go unpunished? This has been going for such a long time. Why don't people learn from the mistakes of others?

Because they never fully understand what that person went thru that they want to experience it for themselves.

For some crime is the way to earn money, crime is the way to feel satisfaction. Sometimes they do crime because of intolerable situations, sometimes because of excitement. They know the punishment but they just tend to forget about it during action time. Some people are also there who can't handle freedom in their life. Variety of reason available for crime. So one cannot be assured about any stoppage on crimes that will be replaced by punishment.
