Total black out(Electricity) vs Bad road

It is ringing and tormenting my mind that if I were to be given a scale of preference (priority) to choose one for total rehabilitation. Which one will I choose to be done first for better sustainability?

@purest I'd have both but in this era, I think electricity would be more feasible.
