Ice river in Serbia

My friend was in Russia on an assignment and she sent us a photo of her walking in the river as it had turned into ice.

It would have to be very cold for the river to turn into ice real fast.

It was cold in high level of atmosphere, but on ground it wasn't.

No. Water became ice in clouds so it's start falling down together with rain. Flood started from to much rain and bring ice elsewhere.
