Indian Software Developers : High on Quantity, Low on Quality? What do you say?

There is a perception in the software world that the Indian IT machinery produces software developers in masses who do a lot of coding. But when it comes to quality the work of these developers does not meet the world standards of German, US, AUs, ..etc developers. Do you agree? If you do, are there circumstances that are the cause?
