How can I send suggestions?

I see that many people sent me suggestions. But I don't know how to send them. Suggestions can be interesting discussions. I wonder how people send suggestions to many people. Do you have any ideas how to do that?

I see that JJ already explained, you can only "suggest" to people who follow you if I remember well.
