This nice man decided to welcome visitors to his city. He lives near the airport so passengers see this as they are coming in for a landing. Oh yeah, he lives in Milwaukee.

@Starkinds The man lives in the city of Milwaukee. He has painted, "Welcome to Cleveland" on his roof. So, when passengers look out of the windows of their planes, they think that they have flown to the city of Cleveland instead of Milwaukee. They may think that the plane has taken a wrong route or that they sit in the wrong plane and they're puzzled or shocked. The man finds this funny. He has a quirky sense of humour.
