Is commenting on other discussions mean interfering?

When I would like to comment others discussion I have a feelings that I am poking my nose to those. Do you feel like this? Is it like so?

These discussions are being made public for a reason. If you are posting something on here it is for the purpose of inviting other people's opinions. If it is a private matter they should be sending a private message.
