Needy siblings.

Does anyone out there have needy brothers/sisters? If so how do you deal with them without resorting to ripping your hair out? Is it possible to say no to a brother/sister who is constantly whining about one thing or the other? Any insights as to how to deal with this situation would be greatly appreciated. Another question, when is the right time to cut off a needy brother with a kid who seems to be getting better, but still makes a few dumb errors.
