Just follow your preference. Consider your field of study, which school are best in that field of study, and your budget.

Study abroad was one of the best experiences of my life. I went to Sevilla, Spain for 5 months during my junior year of college. I also went to Costa Rica for about 3 months after graduating from college. I enjoyed both places. I think overall Costa Rica was a better place for me to actually learn Spanish. Now, I stress, for me. It might not be for someone else. Spain was nice because I was able to experience so many different places and things during that time. It was a lot easier to see different countries and regions.
