catcalling.. who's wrong? guy or girl.

have you ever hear the word of catcalling? i don't understand why a lot of guy in the outer doing that? who's wrong, guy or girl. What do people gain out of catcalling? Do they really think the person is going to stop and talk to them because of it? i am a guy, but i really hate that thing.

It is definitely the man that is wrong in terms of catcalling. In the guy's mind, it may be a way to give a woman a compliment, but I think most women take offense to it. If a woman is smart, she will smile to herself, just keep walking and take it as a compliment. There is no reason to engage with the guy because that will just encourage him to keep doing it.

Catcalling is a crime in India. If a girl complains against Catcalling the guy gets arrested. Though in many states the police overlooks such complains.
