in state vs out of state tuition...

what in the world is the point of it? i understand that there is a law that states that this is legal (i forget the name), but why is this not discrimination? Every single person pays taxes in some state and therefore there should be no distinction. An alternate to this system would be have the tax money you pay to the state colleges come back to you in the form of a voucher, only useable at some US college... that would solve a lot of problems, and save people the headache of in state vs. out of state what do you think and do you have any other ideas?
