Let the market decide. If they do not have enough business in mid night, they may adjust their opening or service hours.

There are a couple of 24 hour convenience stores in our city but Pretty and I don't go to them. Things are cheaper at the supermarket where we buy our groceries so we wait until they're open and go there.

Where is second tier city,it sounds like my city offering 24-hours delivery service.Anyway i don't think such 24-hours service or stores are essential,after all,human are not machine,unable to work always without any break.on the other hand,such a restless serivce will cause a bad effect to competitor else,i think such a service was breaking market rules.
