Bad Mother, child abuse, what would you do?

I know of a young mother (shes 19) who has a 2 year old. She left him in the bathtub by himself for an hour with the front door open (the front door is right by the bathroom) while it was snowing out. She was outside getting drunk and playing in the snow. She gets extremely drunk around her child and she ignores him.
