I believe they are, especially if they have the right to political take overs of countries... I think having a royal head can stop a dictatorship so long as they still have the power over the army.

I wonder type of circumstance a monarc would actually enforce that right. I know the quenn in the UK can overrule a decision by the PM.. but I couldn't ever imagine it happening!
