Children on leashes

Should kids be put on leashes? It seems like a few years ago I saw this a lot, but not so much any more. Did it fade away because it wasn't PC?

I think so.But you know it really wasn't a bad idea,PC or not.We don't let untrained dogs run free to tear up and terrioze so why should unruly kids be allowed to? I sorry but I've seen so many kids running through stores touching stuff,pulling it off shelves,running into customers,etc.Something needs to be done and since spanking is definitely out,leashes are a safe alternative.
