How do you mold a 3 yr old child?

I have a nephew who is really very naughty. He always wants to get what he wants and would resort to tantrums when he don't get it. But he's only 3 yrs old. I don't know in what way can we discipline him because I think he's to young to really understand. What do you guys think?
