Do you have a framework on how IS should manage the projects forwarded to them?

Other organizations develop list of projects (new, major/minor enhancements) and forwards to IS Teams for determination of applicable IS support (system, SW/HW requirements. Do you have an existing framework on how the succeeding processes should be handled to ensure that final list of projects are guaranteed of full support and captures customer requirements. Can you also give inputs on how to make the process iterative and how IS could determine the applicable strategy to adopt (go for COTS or Non COTS). Thank you.
