Do you believe it's true? Sometimes if we don't like something about someone should we say something? Or keep our mouths closed?

I preffer to keep my mouth closed. Staying upbeat and positive will lead those in the group to see you as a friendly, easygoing individual and make them want to get to know you better.

People who cut in line or talk loudly on their cell phones in inappropriate places or almost run you over in their cars because they didn't stop at the Stop sign... these people need to be told something that isn't so nice, if only so they don't kill someone.

It depends if you're in a relationship with them or not. If you are yes, you tell them if not why bother.

I always tell my kids that if they don't have anything nice to say then don't talk.

Sometimes that is true, but there are other times that things need to be said. I have a son with a disability and sometimes we can't be nice. We have to say things that others don't like to hear.
