would you bring your 6 month old baby to the mall?

there's this story of a woman who brought her 6-month old baby to the mall. she put her in a stroller while doing her groceries and never realized till it was late that her baby was blue from the cold temperature. isn't it too young for 6 month olds to be brought shopping?
