Should farmers be held accountable?

With the newest reports that farmers were warned by the FDA of a possible E coli break out, should they be held accountable if they did not take preventative action?

From the fields that I see in Cali, they have fences and there are guys/cowboys/fencemen. All they do is go around and check the fences on the property. In addition on the farms near public hwy's the gov't has fence crews that reaair what is damaged by accidents, fires and such. So unless the State required more than that, the farmer would have done "Due Diligence" to ensure safety and follow the rules.

If i remeber that was caused my wild pigs running in the feilds, I think that if they are taking short cuts to cut cost and make a bigger profit there for compramising our safty on purpose then the should be held accountable.
