degrading of ethics by doctors/paramedics

Its high time we introduce necessary legislations to nab or prosecute doctors and paramedics for their professional negligence because very often we read stories of this nature in our local press. Some times these things go unnoticed if the victim does not have enough strenght to inform othere members of the society. In our country this is becoming a serious threat to our patiants who are seeking treatment either at public or private hospitals. I am reporting this particular story because this would give the general public of other countries to take some kind of precautionary measures to minimize brutal acts of medical professionals. The victim of this incident was an uncle of mine who is receiving treatment for cancer at a government hospital for over two months and he has come to his final stage as of now. The tube which provides air for lungs and food for the digestive system has been removed due to "cancer". Following this operation he was unable to converse with any one and after some time the doctors found out that he was unable to take any solid food due this reason. Subsequently they decided to create an artificial path between mouth and stomack in order to pass and the doctors had to perform an operation to fix the tube. Surprsingly the operation was carried out without any anesthesia and nobody was around him on the day he was operated. The patient explained his ordeal when we visited on the following day by sign langauge. Please enlighten me if any one has undergone this kind of truamatic experience when they were undergoing treatment at a reputed medical institution such as hospital and please inform me what sort of remedial action can be taken from the patients side if he/she victimized unethically? Have any one of you come across this type of torture while receiving treatment.
