License to Reproduce?

I was watching Law & Order the other day....A woman was on trial for sterilizing young troubled teens on drugs without their knowledge because she said she was doing the community a justice. I see where she was coming from, but it's still against the law to tamper with someone's body that way. One of the detectives made an interesting point: We need a license to drive a car, but just anyone can have a kid. It's too bad something can't be done about these people who keep reproducing with no conscience or care about the children they are recklessly bringing into the world, The babies having babies.
