Cut back on all naps, cut back on any caffine you may be giving her past 3 pm. Create a routine that starts early in the evening (around 7 or 8) give her a long warm bath (30 minutes or so), do her regular night time routine, and put her in bed and read her a bed story, kiss her goodnight and turn off the light. This may take a few days to kick in, but once she gets the routine, she will fall alseep for you every night.
