What do you think about children forced to steal?

Today, 14 december, I went with my friends at the luna park, to receive some gifts from the local mayor, and after that, me and 2 girls have decided to go for a walk, and, after 4 minutes have made their entry 6 little gipsyes, who grabbed a girls bag with sweets and runned, do you think the police is capable to handle this children?

I dont have Much Idea about Your country. But, I guess My answer would be right for you.
The main reason for these things would be Lack Of education, Non care by their parents, the Government Which does n't tries to bring them up from poverty or to give them good education. To Control this First thing Would be Proper care should be taken by their parents. parent should give them a good education.
Police will handle these cases well because, they will be trained well to take care of these types of incidents.
In India If a police catches a child thief they will just spank them & hand over them to remand room or Child care centre. Where they will be given proper care & education.
