Good time to plan tulips

My friends told me that now and next month in October is a very good time to plan my tulip bulbs for spring blooming. I remember my grandfather used to take it out from the ground and put it away and he plant it early when the season came. This is my first time tring for tulips. Does anyone know when is a good time? I bought the bulbs from wal mart.

Thank you for your response. I went and bought the bulbs other days. Im planing to plant them this weekend.
