I'm not exactly sure, but its the weather service that does it, and there is some method to the madness with those ;)

The US Weather service began using female names to track tropical storms and hurricanes in the 1950's. By the late 1970's they added male names also.Apparently one name for each letter of the alphabet was chosen, except for the letters Q, U and Z. The World Meterological Organization uses 6 such lists in rotation-reusing each list every 6 years. The only time a list is changed is if a hurrican is very deadly or costly. That name is retired and a new name added.
