How do you handle a child who refuses to stay in a time-out?

Keep putting them back. My one grandson knows he can outlast his dad so he doesn't listen when he tries to get him to do something. Not so with his mother. It might be hard at the beginning but keep at it. Show her that you can and will out last her and she will sit in the time out area. When she knows you mean what you say then she will act better and listen better. And she will learn that there are consequences for bad behavior.

watch the nanny show she is very helpful. you just keep putting the child back in the naughty chair it can take a long time the first time so be ready :) good luck

Be stronger than the child. My little one tested me on that once, I sat down and held her in my lap. It was a struggle, but she learned when I said it was going to happen it was and it could be easy or hard. BTW I don't mean hurt the child, but control them.
