Does anyone know where to get really good layouts and backgrounds and stuff for neopets?

I'd got to i-petz.com, neofreek.com, or neoextreme.com, they make good shop blogs and userlook ups etc for Neopets, especially Neoextreme.com, I think they have really talented designers, but I'm not sure if you're allowed to use graphics outside neopets anymore?
